It's not a formal event - it's an outing with Catra. So she does neaten her hair and apply some lipstick, but otherwise she's dressed casually.
About forty minutes later, she'll come knocking on Catra's door, nervous but ultimately excited.]

instead, she steals from diluc, who wouldn't likely notice anything was missing for the duration. she grabs one of his more fashionable suits, straightens out her hair, and finds the time to greet scorpia at the door. )
[Scorpia hasn't seen Catra dressed up since the Princess Prom, which feels like twenty millenia ago. So seeing her cleaned up to any degree is enough to stun Scorpia! Her eyes widen, and she stares for a moment as Catra holds the door open. Then she grins.]
Well look who it is, it- it's the birthday cat! Hey! Hi there, hi. You look great. Should I have dressed up more? I... I feel like I should have!
[With a nervous chuckle, Catra's words then sink.]
Oh! Yeah, inside! Sure, I would love to take a look. Unless I should change?!
